The sheer always hangs on the track closest to the glass. The blackout hangs on the track furthest from the glass, between the sheer and the room. This is the only functional arrangement: if the blackout is placed closest to the glass, the sheer in front of it diffuses but cannot be drawn back independently to reveal the view.
